coordinating water and wastewater training and technical
assistance on a statewide basis in rural areas of 10,000 or less.
Vern said the field staff of eight visits 2,280 on-sites annually.
Those on-site visits throughout the year figure into narrowing the
field to the top three wastewater system manager candidates, one
of the award categories for the association.
They then compare notes to select the top three operators in
wastewater treatment. Rural Water Association of Arizona
representatives visited the Queen Valley facility in January, 2012
after a request from Gary for technical assistance with the WWTP.
The RWAA Leadership conference was coming up and Vern was
really interviewing Gary alter the Queen Valley District Manager
Judi Hyland wrote a 4 page nomination letter. The staff and
Executive Director read the nomination and it was a unanimous
vote that Gary Boileau was the pick for 2012.
I was tickled to death,” said Gary, after learning he won the
award. “I’ve got the trophy in my office for now.” Rural Water
would like to thank Judi Hyland with helping make the award a
reality for Gary. It is a privilege and an honor to award Gary the
RWAA Wastewater Manager of the Year 2012.

mall water systems face numerous challenges to their ability
to provide reliable, high quality and affordable water services
to their local customers on a sustainable basis. These
pressures include increasing costs due to regulatory compliance,
infrastructure renewal needs, or local water resource limitations.
The Rural Water Association of Arizona 2012 Water System
Manager of the Year is Jessica Marlow from the town of Cave
Creek, Arizona. Jessica was recognized for the outstanding
accomplishments and achievements she made by providing
outstanding management, whose contributions have had a
positive impact on the profession of the Cave Creek Public Works
Department. Congratulations to Jessica Marlow.
