The bill provides that the Revenue Laws Study
Committee is required to study certain issues
as follows and to report its findings to the 2014
regular session of the General Assembly: the
authority of cities and counties to impose a
privilege tax on businesses, the elimination of
the state and local sales and use tax refund
on nonprofit entities, the simplification of
the franchise tax base calculation and the
elimination of the franchise tax, the feasibility
of expanding the sales tax base to include
additional services, among other issues. The
bill does not change current law relating to
state and local privilege license taxes.

and Jordan Lake Session Laws and Provide
for Alternative Implementation of the
Protection of Existing Buffers Rule.
S.L. 2013-371:
An Act to Extend and
Amend the Authority Counties and Cities
have to use Special Assessments to Address
Critical Infrastructure Needs.
S.L. 2013-402:
An Act to Provide a
Procedure to Remove an Area from a County
Service District.
