PA’s proposed electronic data reporting
rule has prompted DWR-Water Quality to
move forward with the requirement that all
NPDES-permitted facilities report monthly
monitoring report data electronically
through the Division’s eDMR (Electronic
Discharge Monitoring Report) program.
All existing permitted facilities and any
new permitted facilities/dischargers will
be required to comply with the permit
requirement no later than 90 days after the
permit becomes effective. Permits will
contain the new language/rule. For existing
facilities, this will be the beginning of
the next 5-year permit cycle. There is a
waiver option but certain conditions apply.
If the facility can demonstrate hardship
or is physically located in an area where
less than 10 percent of the households
have broadband access, the waiver can be
submitted to the Division; however, the
waiver is only good for 12 months and at
the end of the 12 month period, another
waiver must be submitted and the same
conditions apply.
Do I still have to submit a paper report
copy?
Yes, until such time the Division is
compliant with the signature component of
EPA’s Cross-Media Electronic Reporting
Regulation (CROMERR), the completed
eDMR must be printed, signed and along
with a copy, submitted to the Division.
This is the existing protocol of the program
and future changes will be communicated
to facilities.
eDMR does have its benefits, such as the
ability to import data, revise previously
submitted DMRs, access permit limits
and monitoring requirements and there
are built-in validation rules to reduce
